Department of Information and International Relations (DIIR)

 

Overview: The Department educates Tibetans and the international community on the political, human rights and environmental conditions in Tibet. Towards this end, it publishes both print and video materials on Tibet. It operates TibetOnline.tv, the official CTA web-based television channel. The periodicals come out in three languages: Tibetan, English and Chinese. The DIIR liaises with the international media and Tibet Support Groups throughout the world. It oversees CTA’s foreign missions in 11 countries, which function as the official agencies of the CTA and are based in New Delhi, Kathmandu, Geneva, New York, Tokyo, London, Moscow, Brussels, Canberra, Pretoria and Taipei. The Narthang Press and Tibetan Computer Resource Centre (TCRC) also fall under DIIR’s direct supervision.

 

Mission: The department’s mission is to educate Tibetans and the international community on the political, human rights and environmental conditions in Tibet.

 

Key Programs:  The department’s two primary programs areas are disseminating information and conducting diplomacy and international relations. Within information sharing, DIIR operates TibetOnline.TV, which is available on the Internet and to cable subscribers in and around Dharamsala. It manages the news section of Tibet.net, CTA’s official website in English, Tibetan and Mandarin. It publishes three monthly periodicals (Sheja, Tibetan Freedom and Tibet Bulletin). DIIR also operates the environment and development desk, which monitors and reports on environmental situation inside Tibet. The department also operates the Tibet Museum. The international relations and diplomacy work is conducted through the Offices of Tibet, China Desk, UN and EU Desk and the Protocol Section. The Offices of Tibet spearhead CTA’s international relations and UN initiatives, and establish contacts with foreign governments, parliamentarians and NGOs.

 

Other activities include:

  • Translating and publishing relevant materials are translated into English, Hindi, Mandarin, Tibetan and other languages.
  • Coordinating media through reaching out to the media community, facilitating data gathering, arranging interviews, providing footage and other materials and issuing press releases
  • Supporting the Tibet Support Groups (TSG) by informing them about CTA policies and initiatives, facilitating international conferences and interacting with various TSG members
  • Operating the Narthang Press which prints most of CTA’s documents
  • Overseeing the work of the Tibetan Computer Resource Center (TCRC) which provides computer and internet services to all the CTA departments and relevant staff, and also provides technical assistance
  • Producing video materials on Tibet and activities of the CTA
